Koc Merah Jambu, koc khas yang diperuntukkan hanya kepada penumpang wanita bagi perkhidmatan komuter Keretapi Tanah Melayu Bhd (KTMB) yang diwujudkan sejak lapan tahun lepas dilihat tidak menepati matlamatnya.
Koc yang menjanjikan keselamatan buat penumpang wanita, sering diceroboh oleh penumpang lelaki, malah berlaku beberapa kes seperti mencabul kehormatan serta pertelingkahan antara penumpang lelaki dan wanita.
Sehubungan itu, Persatuan Wanita Unity Malaysia (Perwim) menggesa kerajaan mewujudkan undang-undang khas bagi membolehkan tindakan diambil terhadap lelaki yang menyalahgunakan koc tersebut.
Pengerusi Perwim, Ema Syuhaili Sukor berkata ia penting supaya kaum lelaki patuh dengan peraturan yang ditetapkan, dan sekaligus menghindar penumpang wanita daripada diganggu oleh lelaki yang sengaja mengambil kesempatan,
“Sudah banyak kes yang berlaku melibatkan penumpang wanita dan masalah ini berterusan kerana tiada tindakan undang-undang. Pihak bertanggungjawab tidak sepatutnya memandang remeh dan sepi dalam masalah ini,” katanya kepada Bernama.
Ema Syuhaili turut mencadangkan supaya pihak KTMB memperbanyakkan pemasangan ‘loceng kecemasan’ di dalam koc komuter itu bagi membolehkan bantuan segera dapat diberikan jika berlaku kejadian tidak diingini.
Katanya, PERWIM juga sedia berkerjasama dengan KTMB untuk mengadakan kempen kesedaran bagi mendidik orang ramai berkaitan etika penggunaan koc khas itu.
Sementara itu, Timbalan Menteri Pengangkutan Datuk Ab Aziz Kaprawi berkata kerajaan sedang merangka untuk meminda peraturan berkaitan bagi membolehkan tindakan diambil terhadap lelaki yang memasuki koc wanita.
"Buat masa ini belum ada sebarang peraturan yang membolehkan tindakan undang-undang diambil. Namun, pihak KTMB terus membuat pemantauan secara berkala di dalam komuter dan di stesen-stesen Komuter,” katanya kepada Bernama melalui WhatsApp.
Penganalisis jenayah Kamal Affandi Hashim pula berpendapat penumpang lelaki yang menaiki koc wanita perlu menyedari dan menganggap tindakan mereka itu adalah perkara yang memalukan kaum Adam.
"Masalah ini adalah berkaitan prinsip moral seseorang lelaki. Untuk itu, kaum lelaki patut menasihati kaum mereka yang menyalahgunakan koc tersebut dengan menghalang atau beri amaran kepada lelaki terbabit.
"Walaupun belum ada perundangan, golongan lelaki perlu beringat bahawa tujuan koc wanita diwujudkan adalah bagi mengelak berlakunya kejadian jenayah dalam kalangan penumpang wanita seperti kes ragut dan cabul semasa berhimpit-himpit di dalam komuter," katanya.
Selain mengharapkan pengawasan oleh pihak berkuasa, Kamal Affandi berkata kaum lelaki mestilah memainkan peranan penting dalam membantu membendung masalah itu daripada terus berulang, dan sekaligus mengurangkan kadar jenayah dalam pengangkutan awam.
KTMB baru-baru ini dalam satu kenyataan berkata pihaknya sedang meneliti semula tatacara pengoperasian koc wanita bagi menjamin dan memastikan koc berkenaan digunakan khas untuk wanita sahaja.
Sementara itu, tinjauan Bernama mendapati golongan lelaki masih menaiki koc wanita tanpa rasa bersalah atau malu, dan seolah-olah sengaja melanggar peraturan walaupun tanda larangan banyak dilekatkan di dalam dan luar koc tersebut.
Rata-rata wanita yang ditemui menyuarakan kehadiran golongan penceroboh itu mendatangkan suasana tidak selesa dan tidak selamat buat mereka.
Mahasiswa Universiti Teknologi Mara Perlis Nur Azreen Mohd Abdul Jalil, 23, mahu pihak berkuasa memandang serius masalah itu agar kebajikan golongan wanita terjaga dan dapat menikmati perjalanan yang selamat.
Mahasiswa Universiti Kebangsaan Malaysia Wan Nur Hidayah Zahari, 21, pula mengharapkan agar petugas keselamatan membuat pemantauan di stesen komuter dengan lebih efektif dan tegas bagi menghalang kaum lelaki memasuki koc wanita.
